SUMMARY:General Session with Cristina Sanchez-Lopez
DESCRIPTION:Cristina Lopez-Sanchez will be our featured speaker at this session. You'll enjoy her keynote titled:&nbsp\;Welcoming Bilingual Learners with Disabilities: Research and Recommendations.\n\nIn this session\, we will explore the research on the capacity of learners with and without disabilities to develop bilingualism and the characteristics of effective learning environments for language learners experiencing challenges. Participants will come away with a framework\, checklists and resources to build multilingual learning environments in their settings.\n\n

SUMMARY:Critical Data Process
DESCRIPTION:This session will introduce the Critical Data Process\, designed by Steve Gill\, which school teams use to understand if the struggles of a language learner are due to language acquisition or are due to the combination of language acquisition and a possible disability. In this one hour session\, I will provide an overview of the 16 critical areas and discuss what data is needed\, how to obtain that data\, and the implications of the data. Using this process\, teams will have a much greater understanding of the root problem and will have the context needed to either redesign intervention(s)\, design new intervention(s)\, or process a referral (and potentially a special education evaluation).

SUMMARY:Educational Leaders Executing in the Achievement of Multilingual Learners
DESCRIPTION:Low literacy has multiple causes in our multilingual learners. Ending the disconnect between what we have learned from research on reading and language acquisition and what happens in the dual language classroom and the craft of teaching children to read in two languages. Effective strategies that will help educational leaders build capacity by linking teacher education and instructional practices in biliteracy and language acquisition. Executing leadership practices that promote the integration of oracy\, written language\, and cross-linguistic contrastive analysis of language across the learning community by creating a clear articulation of implementation\, instruction\, and a real pulse of culture!

SUMMARY:Universal Design for Learning (UDL) as a Vehicle for Linguistic Access & Opportunity
DESCRIPTION:It’s well-known that a warm and welcoming school environment lowers students’ affective filters and creates a more fertile ground for learning. But what is necessary to create such a climate\, and how can that impact language development? This session dives into UDL as a framework for ensuring school and classroom conditions provide students with maximum flexibility for engagement\, making meaning of information\, and expressing their learning. Participants will explore the 3 principles of UDL\, particularly as they relate to access and opportunity for languages to grow and excel. The session will also explore the complementary and supplementary aspects of UDL as it compares to the Sheltered Instruction Observation Protocol (SIOP).

SUMMARY:Culturally and Linguistically Responsive MTSS: Tier 1+ Critical Factors to Examine for MLs Experiencing Challenges
DESCRIPTION:In this session\, participants will explore critical factors to consider during Tier 1+ and Tier 2 through a collaborative case study example. Participants will take an in depth look into each of the critical factors: &nbsp\;the learning environment\, academic performance and instruction\, oral language development\, literacy/ biliteracy development\, cross cultural considerations\, physical and psychological considerations\, previous schooling\, and family and personal considerations. SUMMARY:From Fragmentation to Transformation: Aligning Priorities to Build Inclusive Education Systems
DESCRIPTION:Transforming education systems requires more than implementing new priorities—it requires redesigning how systems work together. High-quality systems are built by intentionally centering the learners who have historically experienced the greatest barriers to access\, opportunity\, and educational success. By grounding transformation in inclusive systems\, states can align priorities\, funding\, technical assistance\, policy\, and implementation around a shared vision of educational benefit for all learners. This session highlights how Washington State is transforming statewide systems to create greater coherence across special education\, multilingual education\, and general education through an inclusive systems approach. Rather than allowing competing priorities to create fragmented implementation\, Washington has intentionally aligned legislative priorities\, funding structures\, technical assistance\, implementation supports\, and cross-agency partnerships to build an integrated system that improves outcomes for students with intersecting identities while strengthening educational experiences for all learners. The presentation will include practical examples of statewide systems transformation\, including aligning technical assistance through the Inclusionary Practices Technical Assistance Network (IPTN)\, leveraging state investments to strengthen implementation of Voluntary Coordinated Early Intervening Services (CEIS)\, designing funding structures that reinforce coherence across state and federal investments\, and developing a statewide IEP platform that advances instructional decision-making\, educational benefit\, and continuous improvement.Participants will explore strategies for leading systems transformation by aligning priorities across agencies\, funding\, policy\, and implementation while building strong cross-sector partnerships. Through reflection and discussion\, participants will identify practical approaches for creating cohesive\, sustainable\, and inclusive systems that center those who have historically had - and that data shows continue to have- the least access to opportunity—ultimately transforming outcomes for all learners.\n

SUMMARY:Striving Towards a Culturally & Linguistically Responsive Tiered Support Team Process
DESCRIPTION:Have you ever been in a support team meeting for a student who is a multilingual learner and felt like the conversation didn’t sufficiently explore how culture and language played a role in their schooling? This session centers on one district’s journey to develop a tiered support teams (TST) process that takes a thoughtful approach to understanding how students’ linguistic and cultural repertoires have influenced their educational experiences. The TST process ensures teams have the tools and structure necessary for robust conversations\, especially when it comes to a potential need for tiered supports (i.e.\, interventions).\n\n\nParticipants will learn about:\nThe district’s gap analysis of current systems as compared to the visionInput and feedback pathways for school staffResearch and strengths-based development of the new TST processProfessional learning to support implementation\n
